City Aims to Expand Affordable Housing Through Redevelopment and New Funding
The City of Tulsa is stepping up efforts to address its growing housing shortage by introducing a new redevelopment initiative alongside a $47 million investment in affordable housing projects. City officials say the combined effort is designed to increase housing availability, encourage more developers to participate in local projects, and help thousands of residents gain access to affordable homes.
The initiative includes a simplified proposal process for several city-owned redevelopment sites and the launch of the Tulsa Housing Impact Fund, which is expected to support dozens of housing developments throughout the city.
Streamlined Application Process Encourages More Development
To attract a broader range of developers, Tulsa has simplified the initial application requirements for redevelopment projects on city-owned properties.
Instead of requiring complete construction plans and detailed financial documents at the beginning of the process, developers are now asked to submit conceptual proposals. City leaders believe this change will reduce barriers for local, smaller, and emerging developers while creating more opportunities for innovative housing projects.
Officials also combined five redevelopment properties into a single request-for-proposal process, making it easier for developers to identify available opportunities and compete for projects.
Affordable Housing Standards Remain a Top Priority
Affordable housing remains at the center of the redevelopment initiative.
Under the city’s requirements, every proposal submitted for the city-owned properties must include residential housing, with at least half of the units designated as affordable for households across different income levels.
Specifically, at least 25 percent of the housing units must be affordable for households earning 60 percent or less of the Area Median Income (AMI), while another 25 percent must be affordable for households earning up to 120 percent of the Area Median Income.
City officials say these requirements are intended to ensure that new developments benefit working families and residents who continue to face rising housing costs.
Tulsa Housing Impact Fund Begins Investing $47 Million
Alongside the redevelopment initiative, the Tulsa Housing Impact Fund is preparing to invest $47 million in voter-approved housing funds to help move residential projects forward.
According to city leaders, the fund currently has approximately 30 housing developments in various stages of planning. Together, those projects have the potential to create more than 2,000 housing units across Tulsa.
Officials believe the funding will help overcome challenges that have slowed housing construction in recent years, including higher interest rates and limited financing opportunities. By providing additional financial support, the city hopes more projects can move from the planning stage into active construction.
Meeting Tulsa’s Growing Housing Needs
Tulsa continues to face significant demand for additional housing. City officials estimate that approximately 13,000 new housing units will be needed over the next eight years to meet projected demand.
The redevelopment initiative and Housing Impact Fund are key parts of the city’s broader housing strategy, which includes Mayor Monroe Nichols’ goal of creating 6,000 affordable housing units by 2028.
Officials say expanding housing options through public investment and partnerships with private developers will play an important role in improving housing affordability throughout the community.
Redevelopment Proposals Now Open
The City of Tulsa is now accepting conceptual proposals for the redevelopment of the designated city-owned properties. Officials also expect to announce the first investments from the Tulsa Housing Impact Fund in the coming weeks.
